Basically, there are an unknown number of “principles of the world”, that even the Gods can’t break. It was said the gods cannot descent and directly interfere with the “lower world”, except for the Demon god, who can, provided he’s being summoned.

 So the whole goal of the Tartarus/demon worshipers is finding a way to summon the Demon god.

It’s not clear why they would do that if they knew he was going to destroy the entire world, but maybe the lower ranks don’t know and do it out of greed and lust for power.

The upper ranks seem to think they can earn a high-ranking position with much more power than they have now and basically eternal life once they become high-ranking demons through the demon stone.

That, or they’re just deluded or being deluded or all of the above. There’s little corrupt people wouldn’t do for more perceived power, after all.

Anyhow, if they succeed in summoning him, he will be able to decent to the world, and they will have the dragons and the demigods, like the tree guy, in the palm of his hands, doing his bidding.
